Structure
To lead the department of refugees and manage refugee matters countrywide; prepare project proposals and budget estimates for the department; prepare the departments quarterly and annual reports; draft the department’s policy statement; initiate the development and review of the national refugee policy; identify and formulate programs for the mitigation of environmental degradation in refugee settlements; co-ordinate, monitor and evaluate the activities o the implementing partners and the district departments implementing refugee assistance; oversee the delivery of social services and related welfare assistance to the refugee settlements; co-ordinate the provision of advisory and counseling services in the refugee settlements; any other related duties that may be assigned.
To ensure effective preparedness and response to disasters; the coordination of the clearance of mined and contaminated areas; the provision of relief to disaster victims.
To provide public relations and ensure good Government image, effective coverage of national events, communication of policies/practices and defining the ideal national character and values for development through Information and National Guidance; regulate the operations of the media; ensure that the Public accesses information in the possession of Government; coordination of electronic, press and other media for effective delivery of service.

To maintain a functioning National Monitoring and Evaluation System; strengthen policy analysis, monitoring and evaluation skills across Government and MDAs; intensify the coordination of multi sector approaches to addressing challenges in Government performance and service delivery; monitoring of the implementation of Government policies, programs and projects and preparation of Annual Government performance report.
To ensure the coordination of Government policy implementation; Government business in Parliament; the Public Sector Management Working group; Government policies for internal coherence and consistency with the overall development strategy.

To ensure the sufficient provision of staff as well as transport, IT and office facilities for all departments in the Ministry; timely compilation and presentation of the Office of the Prime Minister Budget framework papers and annual work plans for financial periods; the maintenance of a regular audit system for the Ministry with a number of internal audit reports produced for management discussion; ensure financial control and management functions are maintained in order to ensure proper accountability of resources.
To coordinate and monitor the implementation of PRDP, LRDP, KIDDP and other OPM initiatives.
To ensure effective preparedness and response to disasters; relief to disaster victims; the repatriation and resettlement of refugees and internally displaced people; the improvement of refugees and host community livelihoods; the granting of asylum to refugees.
To provide effective public relations thereby ensuring a positive Government image through effective coverage of national events and clear communication of policy initiatives; promoting national character and values for development through Information and National Guidance; regulating the operations of the media; ensuring that the public have access to information in the possession of Government; coordination of electronic, press and other media for effective delivery of service.
To oversee Government policy implementation coordination; the coordination of Government business in Parliament; overseeing the operation of the National Monitoring and Evaluation System.
To provide leadership to the Ministry Technical Staff as well as performing the function of Accounting Officer for the Ministry.

This includes the development, initiation and coordination of special programmes and projects for troubled and disadvantaged areas; promoting peaceful dialogue aimed at resolving armed conflict in Northern Uganda, ensuring effective implementation of Government Programmes as well as the fulfillment of Presidential pledges to the war victims in the regions of Luwero, Karamoja and Northern Uganda.
To provide political leadership and oversee the implementation of the Bunyoro Development Programme.
To provide political leadership to the Department of Disaster Preparedness, Management & Refugees.
The Department has assisted the return and resettlement of close to two million people in the Acholi, Lango, and Teso sub regions. In addition, the Ministry has received and resettled thousands of refugees from Democratic Republic of Congo. At the same time thousands have been repatriated to South Sudan and Kenya after these countries experienced relative peace.
To provide political leadership to the Directorate of Information and National Guidance.
This includes the coordination and provision of public relations to ensure a positive Government image, effective coverage of events, communication of policies/practices and defining the ideal national character and values for development. Through formulation of policy on information and national guidance, the Directorate aims to ensure a well-informed and proactive society that is driven towards sustainable national development.
To provide political leadership to and take responsibility for the implementation of the Karamoja Development Programme.
The Karamoja Programme is meant to provide affirmative action for the socially and economically disadvantaged region of Karamoja. This is achieved through:
- Restocking of animals
- Peace building
- Water infrastructure development
- Road infrastructure development
- Agricultural production
- Food security
- Rural Electrification
- Capacity Building for communities
To provide political leadership to the Directorate of Policy Coordination, Monitoring and Evaluation. They assist the Rt. Hon Prime Minister in co-ordination and monitoring of Government policies, programmes and projects.
- Organize the Presidential Investors Round Table PIRT
- Coordinate the production of the Government Annual (and semi-annual) Performance Reports GAPR
- Coordination of policy and cross cutting issues in Government
- Coordinate the Public Sector Management programmes
- Conducted the implementation of the citizens accountability forum "Barazas"
- Oversee the evaluation of Government policies and programmes
To support the Rt. Hon. Prime Minister to lead Government business in Parliament.
The Government Chief Whip is to:
- Ensure that Government business in Parliament is coordinated, Parliamentary proceedings monitored and whipping capacity strengthened.
- To achieve this function, the Office of the Chief Whip:
- Compile the legislative programme and accomplished business in Parliament;
- Hold consultative meetings in Parliament, constituencies and with International Agencies and Missions;
- Undertake research on proposals made by Parliament;
- Attend plenary and committee meetings;
- Update Ministers on expected business in Parliament;
- Brief Cabinet on issues emerging from Parliament;
- Hold meetings with parliamentary assistants;
- Liaise with MPs to monitor the implementation of Government policies.
Art. 108A of the Constitution mandates the Prime Minister to:
- Be the leader of Government business in Parliament and be responsible for coordination and implementation of Government policies across Ministries, Departments and other public institutions.
- Perform such other functions as may be assigned to him or her by the President or as may be conferred on him or her by the Constitution or by law.
OPM performs the following functions:
- Lead Government business in Parliament
- Coordinate the monitoring and evaluation of the implementation of Government policies and programmes.
- Coordinate the implementation of Government policies, programmes and projects including JAF indicators and actions and PIRT decision through National Institutional Coordination Framework.
- Undertake coordination of the implementation of the National Development Plan (NDP)
- Coordinate and provide public relations to ensure a positive Government image, effective coverage of national events, communication of policies/practices and defining the ideal national character and values for development
- Coordinate development of capacities for prevention, preparedness, and response to natural and human induced disasters and refugees.
- Coordinate and monitor the implementation of special Government policies and programmes for Northern Uganda, Luwero-Rwenzori, Karamoja , Bunyoro and Teso Affairs.
